Joe Appelbaum is a lifelong entrepreneur and one of the Washington, DC region’s most experienced voices on employee benefits, healthcare cost containment, and human capital management. As President and CEO of Potomac Companies and Founder and CEO of CalmHR, Joe has spent more than 40 years helping business owners, executive teams, and HR leaders cut through the noise of an increasingly complex benefits landscape.

Joe founded Potomac Insurance in 1990 on a single principle: build genuine relationships, exceed client expectations through exemplary service, and become the comprehensive source for every aspect of an employer’s employee benefits program. More than three decades later, that ethos still anchors the firm. He later applied the same playbook to CalmHR, a full-service human resource outsourcing business that consolidates payroll, compliance, benefits, and retirement services under one calm, accountable team.

Joe is a recognized subject matter expert on controlling healthcare costs, the Patient Protection and Affordable Care Act (PPACA), and broader HR strategy. He speaks frequently at trade association conferences and SHRM functions across the country, and serves as the thought leader, advisor, and chief analytics officer for the clients his firms support. Joe started his first business at the age of 13 in Manalapan, New Jersey, and never stopped building.
